Hmmm, ok. Clearly there’s something going on. I would re-examine your resume and possibly have a resume expert work with you to present your experience in a better way.
Speaking of experience, is your experience in line with positions you are applying for?

In nursing, this could very well be the issue. Working on “ the floor” on a tele. unit, for example, is very different from working in the ER. Unless you’re cross-trained, it’s tricky to make a specialty change.
