I graduated with my ADN December. 2018. I have not taken my NCLEX and it's too late to test in Texas due to their 4 year limit. What state will let me take the NCLEX for the first time? My dream job is to work in the OR would I be able to get in?

I am not sure but in California you can because many students from India transfer their credits and they take the test. Talk to nursing board of California. It will take some time but worthy. At least you can take board exam.
