With the pandemic and shortages most Hospitals are offering internship with sign on bonus. Pick an area that you like and apply even if you haven't graduated.

Per Diem is pretty much impossible. I worked as a LPN PRN in a hospital and when I got my RN they would not hire a "new grad" PRN so I had to change my status to full time and did the exact same job.

Currently new grads and per diem and/or part-time can get jobs in many areas. From hospital,surgi-centers,
out patient areas. New grads usually get exposure through formal nursing programs.

As long as you go through an proper training, a med-surge or step down job is totally possible.
