I am an RN nurse in Puerto Rico with a license, do you think I can work in the USA? What would be the process I should do to obtain my license in Virginia?

Virginia Nursing board want the application, money and CEUs; maybe fingerprints & the FBI background check.
New England States are cold and then there is the weather. Cops & Courts get their revenue in Massachusetts with traffic tickets even when violating the Constitution. California has been fine and appears to be a State of regular changes.
