How do you get a compact license. I applied in Florida but found out I had to be a resident there. We owe a home there but our primary residence is in PA.

You can ask for reciprocity, if still available. Then you may have a compact license. But you need a permanent address in Florida anyway. If physically live in your Florida home try that address. I do not know the residency period

PA is not a compact state as of yet. However, as of January 2023, 36 states and U.S. jurisdictions are NLC states. Pennsylvania has passed the legislation but is not yet among the nursing compact states.
So as it stands you have to actually be a tax paying/living resident in a state that offer compact RN nursing licenses. But keep hope alive it may be coming the legislation first step have been put in motion.
